Air Canada and WestJet have dropped the price of their flights from Toronto to Liberia, Costa Rica down to between $364 and $395 CAD roundtrip including taxes.
The flights are nonstop both ways
December is generally considered the start of dry season.
You can also find a few nonstop Business Class fares for $1141-$1189 CAD roundtrip, which includes 2 checked bags.
UPDATE: WestJet is showing some *Econo* flights (which include carry-on) in late October, early November for $377-$395 CAD roundtrip. A few December dates are $432 roundtrip.
